Yes. eBay's final value fee applies to the total sale amount including any shipping charged to the buyer. Offering free shipping moves the shipping into your sale price but doesn't avoid the fee.
What is the eBay payment processing fee?
Since eBay moved to Managed Payments, payment processing is built into the final value fee. There's no separate PayPal fee anymore for most transactions.
What are eBay promoted listings?
Promoted Listings Standard lets you pay an additional ad rate (set by you, typically 2–15%) that's only charged when a buyer clicks your promoted ad and buys within 30 days.
